police are trying to track down the person who gunned down a young man in the city's bay view district. police say the 18-year-old victim was shot at least once at about 10:00 last night on oceola lane near lasalle. a friend of the victim's drove him to the hospital where he was pronounced dead. his name has not yet been released. >>> an investigation under way after a passer by discovered a body. at about 11:30 this morning, district police were notified of a body that had been discovered at point pinol regional. the body is that of a male but didn't release any other details. they have not said yet whether the body could be that of a 77- year-old man that went missing in island strait last week. investigators hope to have more information tomorrow. >>> a hiker reports a sexual assault, we have details on how authorities are handling an attack on a well used east bay trail. >>> pushing for tighter gun laws, a bill senator dianne feinstein plans to introduce in an effort of keeping others including children from becoming victims of a mass shooting. >> charlotte, daniel, olivia, josephi

others that remain wounded, paralyzed by guns. i see it on the front lines in my cities and other cities across america. the urgen sill is there. and now, hopefully, more people are seeing if you don't solve this problem, it's going to continue to pop up around our country. and this is the beauty of it in my opinion. this is almost the elegance of it. that the majority of americans, the majority of gun owners, the overall majority of members agree on sensible gun laws that will make a dramatic difference. 74% of nra members agree with most of us that if you have a criminal conviction, that criminals should not be able to buy guns. and even at higher levels, when you think about the reality, that if you are a suspected terrorist in america, you can go to the secondary gun market and buy a weapon and conduct the kind of terrorism we saw in mumbai which was done with automatic and semi-automatic weapons. this is the call of our country. to do what the overall majority thinks is right. one out of every two women murdered with a gun are murdered by an intimate, by someone that they know well.

afternoon in oakland. it was one the most successful gun buyback programs ever held in the city with hundreds of people dropping off their firearms. for each gun turned in, the owner received $200, no questions asked. the oakland police say that this was one of the most successful gun buyback programs ever held in the city. several hundreds of guns were turned in and many still moved by friday shooting in newtown, connecticut. >> the s f p d received a call around 3:00 a.m. this morning for reports of a home invasion robbery. this incident occurred on the 1600 block of slow boulevard. three suspects into the home and tied up the family robbing them of many belongings. the victims were not injured-that's it is unclear how many fell members live in the home and it is not clear their ages. the three suspects are being described as black male adults that were wearing masks. the s f p d is asking the public for help if they haven't any information that may be useful. >> >> it is 7:15 a.m.. let's talk about the weather. we do have wet weather outside. the rain is coming down. here is

thing i experienced similar to this moment was the oklahoma city bombing where another american killed scores of people and you referred to this and used the word change. the word from the president yesterday, as well. as in stark terms a game changer for this country. >> yeah. that was my emotional reaction as a first responder at oklahoma city when i arrived on that scene, a scene 19 children were also killed by another evil american, that things had to change. that this could not be allowed again and similar feelings after 9/11 and i have absolute confidence our government when forced to change will take significant action. after oklahoma city, i was able to tell my children that it was safe for their dad to work in a federal building and after 9/11 i was able to tell my children that it would be safe to fly on a plane. and i think today there are specific things that can be done to make kids safe in school and they involve changes to gun law. >> what would be the first significant change you would like to see? i have a gut check question, would they support an assault on the assaul

mental health care being delivered within the average city, suburban town setting. prior to that, psychiatric illness had been often put aside in state hospitals in remote districts so nobody saw patients. there were close to 600,000 people in psychiatric hospitals at the peak, which was the early '60s. if that had ever continued that way, when you think of the expansion of the population, we'd probably have 3 million people or so in psychiatric state hospitals today. those were closed for -- not closed, but they were reduced down dramatically and there have been attempts to find other services. they've not been sufficient. >> why were they reduced? just a matter of money or were there other reasons or philosophical reasons why the state hospitals were closed in. >> the feeling was that you could have a more optimistic approach toward people in state hospitals, which i think was accurate. that some people with treatments that were being developed could function on the outside and many, many do. the majority of people with psychiatric problems function on a day-to-day basis like a
